4 reasons:

1. Orders.
2. Most Ranger have high Marksmanship and Expertise, with Wilderness Survival down at about 8 or less. Given this attribute distribution, the before-armor damage of the two preps is very close.
3. RtW ignores armor while Kindle Arrows does not.
4. RtW is superior (and a must IMO) for interrupters.

I don't think anyone's mentioned that last point yet.
I always use RtW for my prep because I'm an interrupt Ranger, simple as that. (please don't bring up the FW argument, because RtW is clearly superior to FW about 95% of the time, and I don't think it's worth the slot to bring both).

RtW is best for a team player, but in Random Arenas or in PvE i would say Kindle is best. You get a nice self heal with the high WS and that is a must in RA at least.

If you have a bow with a high arc and slow flight speed, like a flat bow, then RtW works well to counter it. I prefer apply poison myself tho =P

read the winds is for ranger spike, kindle is more of a 4v4 skill
